The Commission consist of seven members appointed by the Mayor, subject to approval of the City Council. Members are appointed to 5-year terms. The Commission recommends the boundaries of the various original district, and appropriate regulations and restrictions to be enforced therein.

In addition, the Commission makes recommendatins for ammendments, supplements, changes, and modifications of said regulations, restrictions and boundaries of the districts.

Meetings are held the Thursday before City Council meetings, twice a month.
